MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 3rd NOVEMBER 2016 AT 7.30 p.m. IN THE VILLAGE HALL, WESTON-IN-GORDANO

PRESENT:    Cllrs.  J Bennett, Mrs S Chambers, D Down, D Giles, P Harris, M Squire and

                        P Yates-Round

1. APOLOGIES FOR ABSENCE:  Rob Thomson of Highways, North Somerset Council and Police representatives (no crime to report)

 

2. MINUTES OF THE LAST MEETING: The minutes of 6th October meeting were agreed and signed off by Cllr Giles. 

 

3. MATTERS ARISING FROM THE PREVIOUS MINUTES AND ACTIONS : Clerk had attended Information Governance Training organised by ALCA.  Main topic- Freedom of Information – a frightening amount of detail of what to do and don’t.  Also data protection and records management.  Clerk found this very interesting and thanked the councillors for paying for her to attend.

 

4. FINANCE:

Bank balance:  £9143.39

Balance at this time last year £6,620.49 

Clerk’s monthly expenses: £10.18 (incudes 1st class stamps purchased)

Invoices:  SWALEC - electricity for Cadbury Lane lamp and phone box-   £not yet received, but will be about £10-£11.

Following the precept consultation from the Government via ALCA closing (re automatic precept referendums (undertaken if a council asks for more than 2% increase in precept, which could cost £l,000) would only be for larger councils at the moment, which could be rolled out to parish councils in the future and this could undermine parish councillors’ decisions),  Clerk had posted comment that if rolled out to parish councils, this could undermine councillors’ decisions. Discussion on this and how it could be affected by inflation.  

Letter from Home Start North Somerset seeking financial donation towards charitable work with vulnerable families in North Somerset.  Following discussion councillors agreed not to contribute at present as they were unsure how much relevance it had to the parish.

Advice from North Somerset Council of Council Tax Support Grant early estimate – Weston in Gordano will probably receive £82.23.  The payment is being phased out over the next 2-3 years.

Councillors signed off one cheque.

 

5. PLANNING:

Advice of North Somerset Council Town/Parish Council Planning Workshop Thursday 8th December 9.30-12.00, New Council Chamber, Town Hall Offices in Weston Super Mare.  Clerk advised she cannot attend and asked for any councillors to do so.  There was discussion about planning applications and the online form for completion – which has for, against and comments options only.   Suggestion of emailing comments to the case officer.

6. HIGHWAYS/PUBLIC RIGHTS OF WAY:

Rob Thomson from Highways had given his apologies for not attending meeting as he believed there was nothing new to report.  It was uncertain how much funding there is available for the road improvements –could be £10,000 and hopefully in budget and on list to do.  Moving the pavement could cost more.  Suggestion of offering some financial help towards cost to help get the works moving.     Councillors wished to ensure bollards in the right place by The Tynings and rumble strips at each end of the village.   White lines have now been refreshed.  Cllr Yates-Round thanked Cllr Giles for his work on pursuing these road improvements.  Suggestion of putting the road improvements to the village and ask Rob Thomson if he could be present at an open meeting. 

There was still concern about a hedge overhanging the road by The Old Rectory and owners have previously not responded to requests to prune it.  Following discussion Clerk asked to write to owners again to request pruning of the hedge/trees as parish council had received complaints about door mirrors being damaged.   

Cllr Down advised he had had a meeting with the Avon Wildlife Trust about farming and the Environment Agency are doing some work in the Valley.

Cllrs Squire and Harris had visited Middle Hill Common as they were concerned about the lack of work being done on the Common and had circulated a report they had made to the parish councillors.  The Avon Wildlife Trust had pruned some vegetation at the top of the Common.  It was agreed the Common had deteriorated, but some councillors believed this had gradually happened over the years and not since Avon Wildlife had become involved.  There is encroachment on the lower part of the Hill.  Some bridleway/footpath posts are now missing and it was believed it would be dangerous for horses to use the bridleway because of the more prominent slippery stones.   Following discussion Clerk was asked to write to Chris Giles copying in Bernie D’arcy both at Avon Wildlife Trust with concern at the state of the Common.   All councillors were asked to visit the Common to see it for themselves.   

 

7. ROUTINE CORRESPONDENCE:

Avon Wildlife Trust – letter advising they have funds to do work on farmland in the area. NOTED

Email from parishioner suggesting area by ex-public phone box and noticeboard have a moveable post so it could be rented out to a parishioner for car parking.  Following discussion it was agreed that it would not be a good place to access from the road.    

 

8. SPEEDWATCH:  Speedwatches have been undertaken over the last month in the village.  Drivers are slowing down.  Suggestion of refreshing the paint on the gates at the entrance to the village.  Agreed.

     

9. GORDANO GREENWAY:  Cllr Yates-Round is to ask the volunteers recruited via the website, for help in moving this forward.  David Fish from North Somerset Council is drawing up some plans.

10.NEIGHBOURHOOD WATCH:  There is still a co-ordinator vacancy.  Clerk advised that  she is still attending the Citizens Academy at the Police HQ, due to finish in a couple of weeks.  The group had visited the Hand Stadium in Clevedon to see the Police horses and dog training.  There had also been a road safety presentation.

     

11. RURAL BROADBAND;  It is hoped this will progress.   Suggestion of having 4G coverage at the village hall.  Cllr Bennett will explore the options.
