MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 5th JANUARY 2017 AT 7.00 p.m. IN THE VILLAGE HALL, WESTON-IN-GORDANO

PRESENT:    Cllrs.  J Bennett, Mrs S Chambers, D Down, D Giles, P Harris, and M Squire                

                       Mrs C Dixon, Parish Clerk

 

In Cllr Yates-Round’s absence, Cllr Bennett acted as Chairman until Cllr Down attended the

meeting.

 

1. APOLOGIES FOR ABSENCE:  Cllr P Yates-Round, Police representatives (no crime to report) and Jennifer Fawcett-Thorne (Parish Liaison Officer).

 

2. MINUTES OF THE LAST MEETING: The minutes of 1st December 2016 meeting were agreed and signed off by Cllr Bennett. 

 

3. MATTERS ARISING FROM THE PREVIOUS MINUTES AND ACTIONS :  none

 

4. FINANCE:

Bank balance:  £7728.20

Balance at this time last year £5908.95

Clerk’s monthly expenses: £3.00

Invoices:  SWALEC - electricity for Cadbury Lane lamp and phone box-   £11.67.

            SSE    – Cadbury Lane lamp maintenance                                           £11.90

            Part Clerk’s Salary                                                                            £325.oo

Following Clerk having previously circulated details of income and expenditure for the present financial year and discussion, it was agreed to keep the precept at £6,000 for the year 2017/2018.     

Councillors signed off three cheques.

 

5. PLANNING:

Email from North Somerset Council re consultation on planning application requirements Parts 2 & 3 (drawings) NOTED.  This had been previously circulated to councillors.

 

6. HIGHWAYS/PUBLIC RIGHTS OF WAY:

Rob Thomson and Rich Smith from North Somerset Council Highways will attend the open meeting following on from this parish council meeting. 

Email reply from Bernie D’arcy of Avon Wildlife Trust to Clerk re state of Middle Hill Common – “I enjoyed my time on the Common, it’s such a lovely reserve.  Having inspected Middle Hill Common I didn’t find the paths to be very overgrown.  We did have a few volunteer days through the summer which would have helped.  I do, however, want to crack on with more grassland/scrub management works as the grassland needs further cutting.  I have organised a work party using power tools for this Friday 16th (December 2016) and for Friday the 6th January 2017.  Also, the local Gordano Friday group will be putting effort into the scrub management (alongside helping on the other 8 reserves in Gordano) in January and February before the nesting season kicks off.  The path-side vegetation will be pushed back even further on these visits now that we’ve entered a cold snap.  I expect the site to be improved following winter works.  We try and balance the practical tasks across all of the trusts 35 nature reserves with our voluntary groups, but I will be adjusting how we deliver work on Middle Hill.

6. HIGHWAYS/PUBLIC RIGHTS OF WAY: *(continued)

Common next summer.  I plan to do a later hay-cut on the grassland with the smaller Friday brush-cutter volunteer group in an attempt to cut a larger area.”  NOTED and will be reviewed.

Following Clerk writing to Reeds Rains Estate Agents re parking at the bottom of Hill Lane and blocking the way for the recycling lorry, they had replied with an apology.

 

7. ROUTINE CORRESPONDENCE:

From North Somerset –– Free annual flowers scheme 2017 – Clerk has asked for one tray each of Petunias mixed, Begonias (semperflorens), French Marigold, Gazanias mixed and Geranium (30 plants in all) to be collected in May/June. NOTED

 

ALCA – email confirming Council tax referendum principles have NOT been extended to parish and town councils for financial year 2017/18. NOTED

8. SPEEDWATCH:  Nothing to report

     

9. GORDANO GREENWAY:  Nothing to report.

 

10.NEIGHBOURHOOD WATCH:  There is still a co-ordinator vacancy.   

     

11. RURAL BROADBAND;  Cllr Yates-Round had registered Weston in Gordano as a community interested in Fibre Broadband with possible benefit of £350 discount for each household involved.  A list of those householders interested is required by BT and a parishioner offered to visit each house in the village to get a list to send off.   It appeared that there are varying internet speeds in the village.  Mr Yeatman from the White Hart offered to have a form in the pub for people to complete.
