MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 2nd FEBRUARY 2017 AT 7.30 p.m. IN THE VILLAGE HALL, WESTON-IN-GORDANO

1. APOLOGIES FOR ABSENCE:  -.

 

2. MINUTES OF THE LAST MEETING: The minutes of 5th January 2017 meeting were agreed and signed off by Cllr Bennett (in Cllr Yates-Round absence from that meeting). 

 

3. MATTERS ARISING FROM THE PREVIOUS MINUTES AND ACTIONS :  There was discussion on the open meeting which followed the previous parish council meeting, about the proposals to slow down traffic through the village.  Concern that if drivers forced to slow down going out of village towards Clevedon, this could cause queues in the village.  Suggestion of barriers with water inside to be trialled.  Suggestion of reducing width of pavement by garage.  A parishioner has offered to drop the kerb by the garage to aid vehicles accessing the lane to the farm.  Concern that if cones placed opposite this lane, these could also hinder turning vehicles.  Concern at amount of lorries coming through village, but it is understood there is to be a special satnav for lorries, omitting unsuitable roads.  Rob Thomson of North Somerset Council Highways has some signs which may be of some use and Cllr Giles to contact him asking for ones that say “slow down” or “road narrows” or “concealed entrances” (it was not sure if there is such a sign as the last one).  Noted that cyclists are using pavements.  Suggestion of more planters around the village – including by the White Hart and the phone box.  Suggestion of making a feature of the land on the corner of Church Close and B3124 by Duck Pond Barn, when the development there has finished.  Rob Thomson is due back for a further open meeting after the parish council meeting in March, with final proposals and costings.  Councillors would like this to be the start of more works to the road, including a 20mph speed limit.  Suggestion of a further “gateway” on the left hand side of the road at the Clevedon end of the village (not possible on right hand side of road).  Councillors stressed the importance of having rumble strips at both ends of the village.             

 

4. FINANCE:

Bank balance:  £8379.63

Clerk’s monthly expenses: £3.00

Invoices:  SWALEC - electricity for Cadbury Lane lamp and phone box-   £10.92

Following Councillors visiting the Black Rock Training Centre, they agreed to donate £100 to Avon & Somerset Constabulary as a charity donation.  Avon & Somerset Police HQ are having an open day on 24th September 2017.

Two cheques were signed off by Councillors.

Cllr Bennett passed a cheque from the Social Committee to the Clerk for £50 as donation towards financial help for the Parish Pump       

North Somerset Council had replied to Clerk confirming the precept at £6,000 for the year 2017/2018.

5. PLANNING:

New owners of Moor View, Clevedon Road had passed plans of suggested proposals to the property to Cllr Yates-Round for discussion at the parish council meeting prior to submitting them to local Planning Authority.  They are looking to renovate house and build extension.  There is a possible problem with the shared drive (letters received by owners from Avon Wildlife Trust).  Suggested garage to go underneath extension. Extension is not sympathetic with the original house, but is only one floor and will have a good view over the valley.  House cannot be lived in at the moment as in poor state – no central heating.   Weston in Gordano sign will have to be moved for installation of new garage.  Not all Councillors agreeable to changes and following show of hands, 4 were not against the design.  Chairman said they need to be mindful of attracting young people to move into the village and parish council should be supporting some redevelopment.      

 

6. HIGHWAYS/PUBLIC RIGHTS OF WAY:

See item 3, Matters Arising.

Portable VAS has been in village.

 

7. ROUTINE CORRESPONDENCE:

From North Somerset –– Protocol for marking the death of a senior national figure or local holder of high office. NOTED

-       Advice of Town/Parish forum on 15th March. NOTED

-       Public Space Protection Orders Consultation 1 Feb – 31 March. NOTED

 

Portishead Area Neighbourhood Watch – New Membership booklet, 2 new window stickers, a fraud awareness reminder and summary of Avon & Somerset policing crime plan. CIRCULATED

 

8. SPEEDWATCH:  Nothing to report as too cold and wet to undertake Speedwatch.

     

9. GORDANO GREENWAY:  David Fish from North Somerset Council is trying to arrange funding for plans to be drawn up to push project forward.  A local TV producer is interested in doing an Inside West programme about Gordano Greenway.  It was suggested an article be put in Gordano Living to keep the project in the limelight.    25-30 likes on Facebook.  4 more people registered as volunteers on website (now up to 40).  Suggestion of twinning with a similar area in Holland.  

 

10.NEIGHBOURHOOD WATCH:  There is still a co-ordinator vacancy, but Clerk is receiving police emails about crime in the area and passing to councillors.   

     

11. RURAL BROADBAND;  Two parishioners are in contact with Connecting Devon and Somerset, but there is a problem with suppliers.  BT not interested in taking this forward.

12. VILLAGE GREEN:   Clerk had been asked to put this on the agenda as the parking of the car on the Green by the owner of Honeysuckle Cottage was continuing to spoil the Green as a village amenity.  No tree had been put there over Christmas.   The owner has access across the Green to his garage, but the car is always parked on the Green.  Following discussion clerk was asked to write to the owner asking him to not park on the Green, but either in his garage or on the road, as parish council would like to use it for village events.  Could he please respond by next parish council meeting on 2nd March.  There was concern that if present owner moved, the situation could get worse with a new owner.    

 

13. ANY OTHER BUSINESS: 

Cllr Down advised that the waste recycling centre in Valley Road is to be closed on Tuesdays and there was concern there could be fly-tipping because of that.  Clerk to write to North Somerset Council about the fly-tipping and will there be crews available to clear it?  Also that fines should be greater to cover the cost of court appearance and clearing the rubbish.   

Clerk advised that she has booked a holiday at the beginning of May and it was agreed that she ask the village hall booking clerk if the hall is free for the parish council meeting (together with Annual Assembly) to be held on Thursday 27th April.
