MINUTES OF THE PARISH COUNCIL MEETING HELD ON THURSDAY 2nd MARCH 2017 AT 7.30 p.m. IN THE VILLAGE HALL, WESTON-IN-GORDANO

PRESENT:    Cllrs.  D Giles, P Harris, and P Yates-Round

1. APOLOGIES FOR ABSENCE:  Cllrs J Bennett, Mrs S Chambers, D Down and M Squires and Jennifer Fawcett-Thorne, Parish Liaison Officer.  

 

2. MINUTES OF THE LAST MEETING: The minutes of 2nd February 2017 meeting were agreed and signed off by Cllr Yates-Round. 

 

3. MATTERS ARISING FROM THE PREVIOUS MINUTES AND ACTIONS :  Following Clerk asking Village Hall booking clerk if parish council could change May meeting to Thursday 27th April, the Village Hall Committee who were due to use the hall for a meeting, have kindly agreed the parish council can use it on that day.   

Reply from Waste Minimisation Officer at North Somerset Council re new opening hours at Black Rock Waste Recycling Centre – “Thank you for getting in contact regarding the close of Portishead recycling centre on Tuesdays from 1st March.   We hope there will not be an increase in fly tipping around the area due to these changes, however we have organised Glendale staff to be in the area and available to react to any fly tipping if needed.   If evidence of the individual who has fly tipped can be found we can issue fixed penalty notices and in extreme cases or if the individual refuses to pay, we have the option to start court proceedings.”

 

4. FINANCE:

Councillors signed off three cheques.

Clerk confirmed that she had sent cheque for £100 to Avon & Somerset Constabulary Benevolent Fund following Councillors’ visiting Black Rock Training Centre (see February 2017 minutes).

 

5. PLANNING:

16/P/2692/LDESprigg Farm, Clevedon Road – Refusal of Certificate of Lawfulness of existing use of a mobile home for residential purposes.  NOTED

17/P/0420/MMA – Bay Tree Cottage, Hill Lane, variation of condition No. 2 from application 16/P/0303/F (proposed front and rear single storey extensions) to allow the extension of the footprint of the rear extension and to omit construction of the front extensions. NO OBJECTIONS

 

6. HIGHWAYS/PUBLIC RIGHTS OF WAY:

Overhanging vegetation at The Old Rectory Clevedon Road – North Somerset Council, Planning reply – “I am writing in relation to your letter received by our office on 13th December

6. HIGHWAYS/PUBLIC RIGHTS OF WAY: (continued)

2016.  Both myself and my Manager Paul Smart have now had the opportunity to inspect the area in question and confirm our position to you.  

We do not deem this to be of any immediate danger to motorists nor does it impede the free passage of highway users using this section of carriageway.  However, due to expected seasonal growth, I will continue to monitor the situation and action accordingly.  I apologise that I am unable to be of any further assistance on this occasion.”  Following discussion, Clerk to reply that because people have raised this problem, with cars being damaged by overhanging vegetation, any further queries will be referred back to Highways.

Rob Thomson of Highways, North Somerset Council, could not attend the parish council meeting and it is hoped that he will be at the April 6th meeting, but Cllr Giles concerned that the design and implementation of road improvements should not be prolonged.  Also that there will be sufficient funds to complete them.    

 

7. ROUTINE CORRESPONDENCE:

Clerks and Councils Direct – Newsletter.  NOTED

Rural Services Network – email - Growing a rural community for North Somerset – Seeking response to questionnaire to get information on rural views to put to Government.  Clerk to complete, depending on what information is sought.

Nat. Plant Monitoring Scheme – Volunteers sought to survey habitats in Somerset.   NOTED

 

8. SPEEDWATCH:  There are a few more volunteers keen to participate and there should be more Speedwatches now the evenings are getting lighter and the better weather.  

      

9. GORDANO GREENWAY:  Nothing to report.

 

10.NEIGHBOURHOOD WATCH:  There is still a co-ordinator vacancy.   

     

11. RURAL BROADBAND:  Because BT has put a commercial reserve on the area, Devon and Somerset cannot be involved in providing broadband.  Councillors were advised that the White Hart has a dedicated cable going to the premises and it was hoped to find out if this could be extended to the village. 

  

12. VILLAGE GREEN:  Chairman opened the meeting to the public and Clerk asked not to minute the discussion.   Mr and Mrs Morley of Honeysuckle Cottage (adjacent to the Village Green) had received the parish council’s letter asking them not to park on the Green.   They had a right of access to their garage at the rear of the Green.  Following discussion 4 members of the public left the meeting and the Chairman opened the parish council meeting.  Mr and Mrs Morley had a copy of a letter addressed to the previous owners of Honeysuckle Cottage from the parish council in November 1996 advising that they could park one car on the Green provided one car was parked in the garage.   Mr and Mrs Morley had bought the Cottage in 2005.   Clerk asked to seek advice in the first instance from Avon Local Councils Association.  There was concern that the parish council had responsibility for protection of the Green.  Concern that parish council would be liable if anyone was hurt on the Green whilst car parked there or if moving and if wall collapsed.

13. ANY OTHER BUSINESS: 

Clerk asked Councillors to consider what form they would like the Annual Assembly to take on 27th April.

Cllr Harris advised that there is a public footpath crossing the field from the B3124 to Valley Road.   Farmer had now repaired fences and styles to keep in cattle, but some parishioners advise they and their dogs find the new styles too difficult to use.  They have been advised to contact the Footpath Officer at North Somerset Council about this.  If walkers wish to use the footpath to get into the wood, they have to come out of the field and enter wood further up Valley Road.
