Chairman introduced Andy Moore from TrueSpeed (a privately owned company) who gave a presentation on the company’s ability to provide ultrafast full fibre broadband in North

Somerset.  Councillors advised they were unhappy at the lack of broadband in the village.   BT had failed to do so and now Gigaclear have been taken over and there was uncertainty about

what is happening as some villagers had signed contracts with them.   TrueSpeed could supply fibre broadband to the premises and could guarantee 200megabites per second.  There would be new metal connections.  Company would use Western Power Distribution poles above ground (some going underground if necessary).  It would cost £350,000 to provide broadband,

so TrueSpeed would need 30% of the properties to the village to participate.  The first 30% of the participants would get free installation then £47.50 for 18 months.  Payment not taken until

broadband installed.  Farmers need broadband for everything to be done online.  There was still  concern about contracts already signed by parishioners with Gigaclear, but councillors were

advised that TrueSpeed can get broadband into the village quickly if Gigaclear has reneged on  their contracts and if this is the case, then TrueSpeed could tap into their funding.    Cllr Yates-

Round advised he is having a meeting with District Councillor Nigel Ashton and will ascertain what is happening.  There was discussion on where TrueSpeed wires would go.  Clapton and

Walton in Gordano’s had already shown interest in this offer.  Parish Councillors also interested in the offer, but still concerned about Gigaclear contracts.  Suggestion and it was agreed that

Andy Moore come back to the next parish council meeting.  He advised that the village hall Would have free connection.  Chairman thanked Andy Moore for the presentation who then left

the meeting.

2. MINUTES OF THE LAST MEETING: The minutes of 3rd January 2019 meeting were agreed and signed off by Cllr Yates-Round.

Invoices:  New electricity supplier, EDF invoice received just after January meeting - £68.74 for 1st Oct – 31st Dec 2018.  Following Clerk circulating Councillors as there was a payment due date of 30th Jan and concern that payment after that date may incur an extra charge, cheque was signed by two Councillors and invoice paid.  

Email from North Somerset Council confirming precept for Parish council as £6,400 for 2019/20.


Clerk had received email from Graham Pritchard, who manages the parish council website, seeking payment of £72.00 for 2018/19 and £47.88 for 2019/20 for the web hosting (needs renewing in Jan 2020).  Also £20.39 for continuous use of the domain name, which will need renewing in June 2019.  This comes to a total of £140.27 and councillors signed a cheque for this.  Graham Pritchard does not now live in the village and has suggested that perhaps a parishioner with web skills and time might like to take this role on.  Clerk to put notice in next Parish Pump.


5. PLANNING:  Discussion on planning issues regarding trees.  Chairman opened the meeting and a parishioner asked about the planning application for a new dwelling between Bay Tree Cottage and Woodlands in Hill Lane.  It was understood that amended plans had been submitted, but the planning portal had no details of this.  Chairman advised parishioner that parish council had deferred to previous planning appeal decision, which had previously refused a new dwelling. 

Nothing had been heard about the demolished hedge in the lane behind Meadow Drive.      


6. HIGHWAYS/PUBLIC RIGHTS OF WAY: Cllr Giles had spoken with Rich Smith – checks have been undertaken by North Somerset Council reference the larger plants in the road and they should be installed soon.   Cllr Yates-Round had sent emails to the Police and North Somerset Council reference the HGVs coming through the village when M5 closed.  Discussion about HGVs coming through the village.

Mud is now collecting behind the new kerbs installed near The Tynings.  Suggestion that volunteers from the village clear this.

Offer of Free annual flowers to Parish/Town Councils.  Following Clerk circulating this, she ordered 12 plants each of Marigold, Salvia, Petunia and Lobelia as she had been advised stocks were getting low.  NOTED

12. MIDDLE HILL COMMON BRIDLEWAY: Parish Councillors were advised that a wooden gate had been installed by the end of the wall of Brockley Cottage.  Suggestion of asking Avon Wildlife Trust if they are aware of this and what the purpose is.   Cllr Down will contact Tim Curly.

13. VILLAGE GREEN – Cllr Bennett meeting with Steve Littlewood reference maintenance of the village green.  


14. ANY OTHER BUSINESS: Parishioner had advised that part of the wall around the church is crumbling.  It is believed that the church are responsible for repairing this.  Damage to the wall could be as a result of the HGVs coming through the village and would be a further reason for a weight restriction on the road.  

It is believed the frog crossing signs have now been stolen.  Clerk asked to claim for these through the parish council insurance. 

There was discussion on why the village hall committee had cancelled the Cheese and Wine event.
